For me it's the Vancouver Canucks.

They entered deadline day eight points out of a playoff spot and it was clear as day they weren't going to make it.

As such, it seemed obvious that moving veterans like Dan Hamhuis and Radim Vrbata, among others, for whatever the Canucks could get was the way to go.

They didn't make a move on deadline day, though, and retained all their aging, declining players rather than moving them out for anything that could remotely improve the team's future.

I think Tampa.

In cap world, when you have a player who has put up the stats Drouin did on a minimum contract, it's extremely valuable. So, to not only sit him, but to not get anything for him when they have this window of opportunity to maybe win the Cup is terrible.

Peter Tessier

It was to be Vancouver does it not? Not only did they try to trade or move players earlier in the month via email press release to all teams they could not even figure out the actual deadline. It appears GM Jim Benning did not even really 'get' that there was a deadline or the urgency involved. He had two assets to trade in Hamhuis and Vrbata and did not move either.

The Canucks should be bad, their future is not now and they have not had a top 5 pick in the draft since 1999 when they drafted the Sedins. Benning completely missed his opportunity to further the re-creation of the Canucks and in the process lost the support of his fan base, perhaps even more than before.
