I think his point was that there ARE laws in place, and those laws were written by the government...

It's not that the government doesn't care and lets them do whatever they want. The reality is it's almost impossible to make sure the laws are respected. Much like most people don't respect the speed limits or some guy walks in a cinema with a loaded assault rifle.

I don't think every one at the MDDEP has stopped working and caring when Charest got elected. Their engineers and technicians are not involved in politics, in the public sector, governements/mayors come and go, you keep doing your job and apply the laws voted.

Quebec and Canada have strict laws and regulations when it comes to rejecting byproducts in water.
