Who cares? It's a ridiculous idea. Owners who won't spend to the floor shouldn't be rewarded for that, and owners who can't help but throw insane money around and skew the market shouldn't be able to do it more easily than the already gaping loopholes allow. Why even have a cap if it's simply a wink and nod? Just do away with it in that case and go back to the way things were pre-lockout, since that's essentially what this does in a much more convoluted manner.

well first i believe its a 1 time thing every season, so the Isles... lets say.. cant make a deal with 4 teams & cut 16million from their floor. They can only take 4 million from one team.
