No he did not. Here is a list of some reasons.

- terrible stadium location
- people in montreal did not give a (frank) about them
- owner(s) did not want to spend money

and at the end of there run no one from Montreal no one from Quebec and no one from Canada wanted to buy them. So why should the league keep a team in place where nobody wants to keep them there?

Stadium is in a good location. Get average attendance (once they start getting 501 people at games they can worry). And they are willing to spend a bit. And Rogers owns them not league and having to play have their games in Puerto Rico.

True. There are a few more but I'd say the Jays are not close to being the laughing stock of the league. And for the record I'm not a Jays fan.

I dunno. I see many things wrong with them... even though as much as I want to see them succeed... I can't help but see many flaws.

Location... yeah, it's right beside the tower and makes for a defining city skyline/photo op, but it can be a cluster(frank) for families around the GTA to park/attend there.

Attendance... since they have been sucking longer than the Leafs, noone care, ergo, noone goes anymore.

Spending... we all know Toronto has money up their yinyang so they could buy a championship at anytime... but they wont.
