Far from that.
Players can't even fight right after the faceoffs in 'arranged fights' they have to wait 10 seconds or so. I expect this to lead to awkward moments of hockey
But you know when there's a huge hit, usually there's a scrum and the resultant is more often than not a fight. |

10 fights a year for a player isn't that bad, it will only lead to more weeding out of goon only players, if there are any of them left. |
