Yes, the players call the shots. And the players weren't considering voting on any of the previous offers. There is a lot of misinformation out there apparently. Fehr's role is to advise the players. But the players have authority over Fehr, and make the decisions.

The bylaws of the NHLPA are set up so Fehr doesn't have total control. Fehr does not have a vote on any issue brought before the NHLPA Executive Board
