I think there would be a difference in the timing though, no? I guess it also depends on what the terms in the contract are, which we dont know and will never know. There could be a clause in there that has this covered for all we know.

NHL wants the CBA to expire June 30, NHLPA wants to keep it at Sept 15. so that kind of blows the whole "negotiating in bad faith" crap out of the water.

How do you figure? NHLPA just wants chance to sign free agents on July 1st and prior to expiry of CBA in Sept, NHL doesn't want a repeat of last summer's flurry of signings under old CBA. Not sure what that has to do with 'negotiating in bad faith'.

previous one was year to year, the new one is 60% from highest to lowest, makes more sense but the PA won't like it.

well this explains my confusion. At least going from $10M in year one to $6M isn't horrible. Even on a 2 year deal that's not outside the realm of possibility for a smaller market team.
