John Carlson just signed for 3.9 per, he's probably the best comp for PK. PK would get a little more because of QC taxes.

The odds only change for last place team, as teams 2 through 5 weren't going to move up if team 13 wins anyways. The only difference is that if a team outside the top 5 wins, they actually get the pick not just move up 4 spots and the worst team gets it.
