Based on the looks on the Oilers players I don't think there was a person in the building that could explain it. They were dumbfounded.

if they remove the visor the penalty isn't assessed

The refs in that game were terrible. It was like watching Dave Jackson & Stephane Auger reffing a game after 20 red bulls and a load of meth
