Quebec and Markham are already scheduled as add-ins for expansion when looking at the new divisions. But Quebec will support an expansion team for years whereas Seattle needs a competitor off the hop to get people off the Canucks. So if any team is moving, it's to Seattle or somewhere in the States, not to Quebec.
