no, the point of the lockouts was for owners to squeeze money out of the players as much as possible because the owners spend money like drunken sailors. they will continue to spend money like drunken sailors, they just will be giving less of the pie to the players then they used to. Star players get paid about the same but fringe players get a lot less. that's how that works.
