It's not the conference issue, it's having 4 divisions with a number of teams not divisible by 4.

Geographically it doesn't make sense to have Columbus in the West. It's a mess.

The Leagues solution to it solved nothing other than cutting back on travel for a few teams.

Agreed, the easiest solution would have been to move Columbus. But apparently, they promised Detroit that Detroit would be in the East the next time they realigned.

I've heard it repeatedly over the last two years on both Hockey Central and the Bill Waters Show.

The most recent numbers I've heard are $500,000,000 for Markham with annual compensation for a number of years to The Leafs that could easily total the expansion fee so that may be where they've been hearing the Billion Dollars.
