China and Russia have veto powers on the security council (permanent members), it's impossible to get a strike mandate without those 2 blocking everything.

They'll try to vote a resolution, but it'll get veto-ed by a permanent member of the Security Council, even if they get the 9 votes (and they'll get them). They won't do anything.
