I think the number of incidents has decreased overall, but the level of coverage per incident has exploded. Nowadays, we not only hear about things right away, we also have immediate access to visual evidence and eye-witness analysis.
Post-instigator, the worst offenses have actually been committed by 'tough guys', not rats. Hunter's post-goal cheap shot on Turgeon, McSorley's two-hander to Brashear's head from behind, Simon's baseball swing to Hollweg's face, and the Bertuzzi incident. Matt Cooke's hits, at least, were 'hockey plays'.
