No clue. Without seeing the play, I would say the ref made a mistake, thought the offending player high sticked, realized he was wrong, but had to call someting.....of it could have been a stupid call by the ref

I'd say play on. I think it depends tho how high the player lifts the other guys stick up. If the player lifts his stick and his stick comes above the other players hips then I guess it could be a penalty.
