Its in place to protect the players. If one player falls to the ice in a fight and the other guy keep pounding away at the back of his head, it can be dangerous. The officials need to be able to jump in and stop things before they get bad.

If there are 5 fights going on, the officials can't break them all up.

It is curious how this team doesn't seem slow at all when they are moving their feet and skating.
