the problem with the logic that the refs "decide the game" by calling a penalty is that they are equally "deciding the game" by choosing to ignore said penalty. Choosing not to enforce the rules has just as much impact on the game as enforcing them. Except in reverse. Instead of giving the victimized team an advantage, they give the offending team an advantage by allowing them to play outside of the rule book. It's got the same impact at the end of the day. Just in reverse.

While I understand the upset over the tripping penalty that led to the Habs win, I would have been equally as infuriated had the trip not been called and the turnover that it resulted in turned into a goal.
I think a penalty is a penalty. They should never "put their whistles away", regardless of what kind of game it is, or the time within it. Deciding to "put them away" only leads to outrage when they inevitably decide to call something.
