Well AGAIN I state, every situation is different. You cannot make public statements that you want to sign a player currently under contract. So it's up to the GM of that player. If he hates the GM that is making those statements, he can file a complaint with th NHL who will than investigate possible tampering. Than the league can decide if that GM is guilty or not of tampering. That's why Gillis filed a complaint with Burke cause he hates Burke.
