I don't think it should be the league that has to monitor this. The GM and management team gets paid millions to know their poop and figure out ways around the CBA I'm sure one of them can at least figure how to follow the CBA.

The league is there to monitor the Gms and the teams to enforce rules the union is in place to make sure players get the best deals from the leagues..
