Well it isn't the NHL's job. Just like it wasn't their job to tell the Flames how the rules actually worked on an offer sheet.
Its the Oiler's job to know the ins and outs of the CBA |

Why do they allow PTO's for guys like him anyway? And why aren't other teams inviting other prospects who are 18 but still draft eligible to their camps for a better view and free chance to scout them? Seems like a no-brainer. |

Maybe we'll see more of it.
But its happened a few times. I think the Flyers and Caps both had this happen.
But I think the only reason they were able to reach a PTO was because of some weird eligibility thing due to him playing in Russia. |

Nothing lost nothing gained tho. It's not like he took up a camp spot away from anyone worth while.
Smart move by his agent though as his spotlight is much brighter now.
Bet he goes before the 4th round in 2015. |

If there is anything positive about it, the Oilers got an exclusive look at the kid a year early. Way better than a 15 min interview at the draft and all it cost them was a couple plane tickets and an extra plate at the catering line . |

now he will go back to Moncton, light up the juniors, maybe get a mem cup chance. IM sure he will at least go in the 4th round now.
Feels like Oilers should be able to get first crack at him by using a pick in the 3rd round, after that hes free game. |

They do. Anybody undrafted and under (22? I think) is draft eligible. |

Exactly. If I was a GM I'd invite as many decent prospects in this situation as possible to rookie camp at least. |

Pretty rare that more than a few quality players go u drafted in any given Year.....but it does happen. |

Is it very common though? There should be almost all teams interested in doing it and fighting for the chance to do so. I know they're typically long shot prospects and not many who fit this "loophole" but a free up-close scouting opportunity is a great way to find gems in future drafts. |
