The "flier" option only works when you have really good coaching on the offensive side of the ball. The Bills don't have that. A mediocre quarterback plus an even worse coaching staff is always going to lead to bad results.

Everything I've heard and read suggests that this is something that bettman really, really wants to make work. AKA the last chapter to his legacy and all that. I'm not too hot on the idea either but it does seem like he'd be willing to do a lot to make it happen.
