Yes he could've of, but it's a routine situation to put the 4th line out on a shift with a few ticks left on the PP. You claimed it showed a lack of depth on the Flyers, which is false. The only player in the top 9 forwards who doesn't play on the PP is Raffl. The coach put out the one line that had forwards who hadn't played on the previous two shifts while the Flyers were on the PP. Nothing to do with a lack of depth.
