"Free" is my word, my interpretation as to why the disclaimer of the waiver period starting 12 days before the season, otherwise what's the purpose of mentioning a time period as to when waivers are?

I know it doesn't mean anything, but I used to play some NHL sim games before and there was waiver-less movement for certain periods of the season. Those were years ago, and that stuff may not be in the CBA anymore (or ever were, but I trust in many of these sports sim games that are non-graphical to be fairly accurate).
