I believe it, many of the nazis and Italian fascists fled to South American (or were helped to get there by the allies in exchange for knowledge to use against the Soviets). I noticed when I've been in the Caribbean a definite German and Italian element.
If anyone wants to know why the Avro Arrow was discontinued, you have to go back to the Ogdensburg Agreement, of 1940. If effectively gave the U.S. control over the North American continental defense. If the Canadians continued down the path of technological superiority, in the arms race with the Soviets, they would become a prime target for espionage and if the plans where to fall into Soviet hands, the balance of power would have tilted in favour of the Eastern Block countries. The American's negotiated with Canada to make sure those plans and the people who designed this technology, would remain in American hands. Canada got equal access to NORAD and the American defense grid, in Colorado. It's the reason that the west coast has been part of the initial missile defense system, because of the threat from North Korea. This is why the Arrow was scrapped. The alternative was the end of the Ogdensburg agreement and Canada to fend for themselves.

He could have just been in the army. An ex gf's grandfather was in the nazi army, but he was a polish policeman who was basically forced into it, then got captured by the soviets.
