I think another important change is that all 14 teams are eligible to win 1st overall, whereas before you could move up maximum 4 spots. It would be hilarious for a team to miss the playoffs on the last night of the season, and then win the lottery.

We know they tried to move Dion at the TD. That was made clear. IMO, that's the clearest signal that they are gonna start doing poop right.
