It does not need to be a drastic change. Shrink goalie pads by an inch, make sure that goalie jerseys are not 10 sizes too big.

Also lack of penalties. Penalties are at the lowest as well. Call or penalties. That will give more powerplays and eventually create more open ice

They regulated the pads (leg and shoulder).


Much of the problem is the size of the goalies themselves.

6-1 and up were not the norm.

6-0 and lower was.
