"Heat pot with boiling water until warm to the touch." is my personal favourite.

Yes, I do think boiling water will be warm to the touch. Very warm indeed.

what it means is if you were making a large pot of tea, one would put boiling water into a teapot. leave that water in there until the OUTSIDE of the teapot is warm to the touch.
discard that water. place the desired servings of tea into the now warmed pot. pour boiling water into said pot. steep. serve.
