The argument in the case of the Oilers isn't one of BPA, it's one of an organizational failure to develop anyone outside of their lottery picks. The Oilers don't fail because of guys like Hall and RNH. They have failed because they have no depth behind those guys, and no structure in place.
Since 2008, the Oilers picks outside of the first round have played 390 NHL games. 217 of those are split between Anton Lander and Martin Marincin.
All in all, in the past 7 years, the Oilers drafted 47 guys outside of round one, and those players have averaged 8 games played in the NHL - Jsaquella

Not that I'd do this but as an example
I'm not saying pass on Provorov. I'm saying pass on provorov by trading the pick and drafting Crouse, player x in the 2nd round, and player y in the 5th round.
So when it comes down to it, your drafting for need in this example - Just5
You're also stockpiling other assets, which is different than passing Provorov or another good player. You're trading the opportunity to draft him by dealing for other players and assets, and given the Flyers organizational needs, that might be a good strategy. |

If they trade the Yakupov pick, and their normal success outside round one continues, they get nothing.
One could argue that Yakupov was a BPA that failed to work out. Or that the scouting was flawed. Even when he was drafted, there were some saying that Murray or Galchenyuk were better prospects than Yakupov.
I get what you are saying, though. And If you have two guys available at your pick, and they're evenly rated and one plays a position or need and the other is surplus, then fine, use position as a factor. Nobody is saying to totally ignore that. Most are talking about a case where there's a clear cut BPA.
But if you have a guy who you have rated much higher on your board, take him. If he's that good, he can be traded. |

I think within this conversation, it's been overlooked now 4 times that we have two draft choices, all the while being deep at defense. I also don't believe all 30 teams approach the draft the same way the Flyers do. - SuperSchennBros
Doesn't matter if they have 20 first round picks, the principle is still the same. Take the BPA. If there is a forward and a defenseman that are equal on the board, break the tie by need.

Prior to selecting Laughton and doing all the scouting that the Flyers have done, when the Flyers needed defensive depth and seemed set at center. Was Laughton the BPA over Olli Maatta at the time? |

There's been plenty of rumors, too, that Edmonton has been adamant about demanding an arm and a leg for any of their young players in trade. Given how they have drafted outside of round 1, that makes sense.
It's like the discussion about tanking-Edmonton is an outlier. Other teams have tanked, and stockpiled great young players that led their teams to Stanley Cups(Pittsburgh, Chicago) other teams have failed to turn years of high picks into anything.
You have to consider the guys making the picks, too. Look at the early days in Ottawa. Guys like Daigle and Bonk were top picks. |
