They can still attend camp. You don't need a pro contract to attend training camp or play in the preseason. If your rights are owned or you're simply invited to attend camp, it's more or less a try out and/or evaluation. Every prospect and invite gets the same opportunities to try and stick with the team.. it's just usually the guys that are unsigned with their rights owned that get the boot first cause they're just not even close to ready to compete professionally.
