Graham confirms that Kane is only being INVESTIGATED, not charged. And in his next tweet, he says Kane may TURN HIMSELF IN.

I don't believe there is any need to turn yourself in unless your wanted, or, in a legal sense, a warrant has been issued - which requires "probable cause." We're starting to slide down a fairly slippery slope here.

I can tell you that Chicago isn't going to even remotely try to move him unless he did in fact do it. So it's pretty much a moot point anyway.
