The World Juniors and Olympics were no less exciting when they were in North America and playing on NHL sizes rinks. When you have a Flux of talented players on one team, the game is going to be exciting. Even in the so-called dead puck era, the 02 Red Wings were exciting to watch. The only way you will get the game back is getting more of the best players on one team.
