Chicago already waived Bickell and he's in the minors. They don't want him back. Swapping him (with another year left at $4M+) for Higgins (who's reportedly packing it in) saves them over $3MM in cap space next year.

To get pokka it might be worth taking on bickell yes.
You can waive him to bury salary in minors ... and if possible maybe work it into deal hawks must select him back from waivers. I believe they get 1st crack at him since they were team he was last with.
