Are they allowed to change their teams at anytime? I just assumed that no list was given until the GM asked for one. Also wonder how long a player is typically given to come up with a list.

For a full NMC or NTC the gm will usually ask for a list when the player is being shopped. The player doesn't have to submit any teams if he doesn't want. For partial clauses, they usually have a list that they resubmitt on some date on an annual basis. Although I suppose just about any rules or variations could be written into individual contracts.
