It's really (frank)ing simple. A team can't pick 1st overall more than once over a 3-4 year term and can't pick in the top 5 more than 3 times over a 5 year term.

The problem is when the same team wins over and over again.

It is simple to fix that without penalizing the really bad teams who need the help.
