Engaging and full out declaration of war are two different things Kosovo was engagement WW2 was declaration, and he'd dare not go beyond that act. His own party doesn't like him the proceedings for impeachment would happen faster than it took to get a certain stain on a blouse.

Something big has to happen at Detroit and MTL or they are a mess. Montreal can't rely on price to win everything, and Detroit's young guys aren't ready to take over from all the deadwood that's killing them at the top.
