That's how any bonuses do on the ELC - base max salary in their first year, then the bonuses roll over into the next year, in addition to that year's salary

That's why Chicago is in extra hurt. The 975-ish k or whatever Panarin is making is easy, but to add in the 2.8M (estimated, forget the real number) in bonuses this coming year really hurts them. Getting rid of Bickell really only helped in making room for Panarin's bonus payout.
