Due? What do you mean due? You're acting like expansion is a process that should be spread equally among the conferences in order to promote equality for how hard it is for east vs. west teams to qualify for the playoffs. It's entirely delusional.

Expansion is about growing the league to increase popularity/revenue and the locations for expansion are chosen strategically based on their perceived ability to accomplish these tasks.

But yes, it does seem like Quebec will be the next expansion team.

I really don't know what city in the East would be a better option than Vegas right now for a team. The reports clearly stated why Quebec would not happen this year.

A majority of the population is in the East, so all of the major cities already have a team. Vegas was a logical choice. And Seattle might be as well.

It goes a lot deeper than trying to give conferences balanced schedules.
