One thing about Bush that makes sense:

Ty Powell and Javier Arenas would take up roster spots as returners. Arenas isn't going to be a DB and Walt Powell is almost exclusively a return specialist as well. With Bush, you get the return specialist (I understand it's been over a year since he has returned punts), but also get a RB2-3 until KW comes back from suspension. Reggie isn't who he was at the start of his career by any means, but if you get a competent returner that can also fill an another role I'd say that isn't the dumbest idea I've ever heard of.
