So let's pretend that some government succeeds, in eliminating all the current social safety net programs........ and rolls them all into a UBI, and also reduced the size of the government workforce ......... to save taxpayers some money.
Now you're suggesting a need for some "exceptions" .......... but how long do you think it would take for a party, in a future election, to "promise" another "exception" to win a few more votes, then another, then another .......... and eventually we'd be right back where we are today at some point.

It depends on how the rules are structured. The exceptions would be for people with disabilities, etc.
From an enterprise change management point of view, you clearly define a scope, to ensure you don't suffer from project drift. It's true that sometimes politicians promise things they aren't allowed to do. There should be a process in place for dealing with that.

Ottawa is deep at goal tending, more so than at anytime in recent memory. If either of the two at the NHL level cannot grab and run with the "starter" moniker, then I believe there will be no hesitation in bringing up a goaltender from Binghamton to shake up the the other two. The competition (within the organization)should be enough to improve the goal tending from last year. And keep in mind, both Leclaire and Elliot are in "contract years".
I'll stick by my original prediction of Buffalo, Boston and Ottawa as playoff teams (not in that order) Montreal struggling to keep their hold on the eighth playoff seed in the Eastern Conference, and the leafs improving, but not enough to be in the playoff picture. Really shocking that it'd turn out that a member of this administration was sketchy as (frank).

Apparently Rex Tillerson was cool with Exxon lying about climate change when he was there... and used a fake email address to discuss the science, that they apparently knew was correct, but chose to scam away.
