Looks like another thing Harper decided he'd let Trudeau suffer with when he lost.
This is utter incompetence on the IT department's behalf. There is no way a switch over for an email server should take years.
You establish the new server, beta test it, and then phase in one department at a time, make sure you respond to the feedback and fix the problems before moving on to the next department. It isn't rocket science, it's basic change management... and if people are already using a client like outlook, then you don't even need to worry about them accepting the new system, because they won't see a difference unless something is wrong.
