There are some good picks in that class but none of the experts had them in the top tier.

If you go to the ER in Rochester, you're billed $1,600 just to walk into the ER: it doesn't matter how long you stay, and you're billed separately by the doctor or nurses who treat you, and separately again for any medicines they administer.
