Odds alway favor high up the draft okay. But it can be a gamble too plenty of busts there. Just like gems found lower down... Bure ... best Canuck draft ever... for one. BB a high end prospect taken late first round could be another. It all depends on luck and draft year. Why the draft is a gamble especially when there is the lotto. So main point is draft well. But you got to do everything else (trade, sign, develop) right too. That means not trying to lose either. It only breeds ineptitude.

Yes there's luck involved with the draft but the VAST MAJORITY of the greatest players to ever play the sport come from high in the draft....there's empirical evidence that supports this.
