The exposure list/games count is the rule to force teams to expose NHL calibre talent, which Vancouver meets on forward and will meet for D when Sbisa plays his last few games |

He still would be, I think Van wanted a backup plan for D exposure in case Sbisa was hurt or traded. Sbisa needs 10 games, Biega is the next closest at 18. You need to meet the exposure requirements, if one of those two fell short, Van would have to expose one of Edler/Tanev/Gudbranson to be compliant

He has played 2 years of pro hockey, so he can be taken even if he doesnt play an NHL game this year. If we want to guarantee he isn't taken, he needs to be one of the 7 forwards protected |

Correct at least I think so
Teams have players who are not exposed because they haven't played enough games. Not eligible.
Players that must pass the threshold that they must submit ensuring Vegas has some nhl quality players available.
All other players must be protected or are still eligible. For example Biega who Vegas could choose to select even if he doesn't meet the threshold. |

I used to think the same thing, but read the rules regarding "exempt", it explicitly says
First & Second Year Pros
All players who have accrued two or less professional seasons at the end of the 2016-17 season, as well as all unsigned draft choices appearing on the teams reserve list, will be exempt from the upcoming expansion draft.
It doesnt say anything about games played. Thus Rodin, and all the guys in the minors are eligible to be taken |
