Well, if you have a ton of little charges I don't think you should spend 40 years in prison. Like fraudsters that have 60 counts of mail fraud. Sure they definitely deserve to go to prison, but they don't deserve 50 years because each count carries 18 months. I have no idea the exact numbers, but there are definitely times where concurrent sentences are not a bad thing. Considering killing someone and rape sometimes only gets you 3 or 4 years.
