So if they are limited then it's best to keep them that way isn't it?

They can only take away one player per team. Whatever their status, UFA, RFA, singed or amount of games. They can go for anyone not exempt or under the protected list. It's a misnomoer to think the "minimum qualified exposed players" are the best options they have but that's not necessarily true.
