I think the 82 game schedule just lowers the intensity and desperation of each game. Especially for Sabre fans who haven't seen a meaningful game in years.

Personally, I'd like to see more scoring. Seeing that decline hasn't helped the sport in my opinion is all. However, eliminating a bit more of the "clutching and grabbing" could help tremendously, you're right.
And 82 game schedule is ridiculous for such a physical sport. Issue is that unless it was drastically cut down, I'm not sure there would be any gain. Would players be better off at 70 games...maybe a little, but in the grand scheme of things, probably not much. At 41 games?...sure...but then you're cutting out half a year of hockey, which would hurt as well. Catch 22 there IMO.

I really wonder if you could implement an illegal defense. Something like only 2 defensive players allowed in the neutral zone while the puck is in it or something like that. The exact reason more needs to be called is there are far too many weasel coaches and owners who want close games, meaning as many to OT as possible, so as many teams have the illusion of being in playoff contention year after year.
That turns the playing style into a form of entertainment drudgery that becomes very unentertaining night after night.
It's why leaving penalties up to the interpretation of the officials always ends up being a slippery slope, because teams will do certain things, like interference, so much that it makes it impossible for officials to call it nearly enough to make an impact on coaches style of play.

OT is more about keeping more teams in it longer to get attendance up throughout the season. That's how they make money on concessions. A game going to a 5 minute - 3 on 3 OT has deminimus increase on concessions sales. Beer sales are shut down by then and the next time I run to the concessions for a hot pretzel before OT starts will be the first time.
