He's technically a NHL UFA so yeah, he can stay up with the team during pre-season, but to make the roster he needs a 2 way contract at the least. He only has a contract with Utica which would be voided if he signs with the Canucks.

Canucks(or any team really) can sign him at any time.

Just give him a contract.

I think he is also on a PTO.

Comets would release him, mutually agreed, and then is available for the Canucks to sign.
