Well, the whole joke was that the NFL was studying Tardigrades (https://en.wikipedia.org/wiki/Tardigrade) for new fans.

The special Ed kids created an evolved tardigrade and Jerry Jones and a bunch of suits came to study them as potential fans because of declining attendance. They chose Buffalo vs. San Diego as the test game and there were 17 million in attendance, mostly tardigrades, who learned to do the hockey-pokey and became big fans of the NFL.

Then Cartman's girlfriend drank them because she didn't want to host the Special Ed science fair and the NFL looked to a science fair volcano as a possible new solution to declining ratings.
