Both teams were previously run poorly by ownership
Both teams are in a non desirable geographic location for free agents
Both teams have %100 financial freedom to spend on scouts - staff- players
Both teams have never won anything, it's no different under the pegulas

The pagula's earned enough money thru other businesses to purchase both franchises
They can do what they want, they own them. They have put in tons of time and effort, I'm sure it seams easier than it actually is.
