1) their play - they should be dominating for their position and role.
2) the staff - scouts, coaches, managers.
3) their play in the NHL

I think that in general the people who are paid to evaluate pro hockey players have a pretty good idea of which guys are ready to take the next step. Sometimes injuries provide opportunities for players and they seize that opportunity, forcing the team to make space. The Canucks problem right now is that some of the guys who “made the team” beat out guys who are what the stats guys call replacement level. If you have RL players on your NHL roster chances are you aren’t great.
